Jim, because lucky loser spots are selected randomly at Grand Slams and not by ranking.
Mariya, before 2018 it did go by ranking (I found an ITF article about the change). You are correct, but they do initially draw from the top 4 ranked “losers” in the final qualifying round. In this case those four were Zvonareva, Cocciaretto, Gorotsova, and Dart. Then after that if any more players drop out of the main draw, they pick lucky losers by ranking.
